How to choose a drinking fountain for a school or institution

The short answer for a buyer: choose a stationary fountain made of food-grade stainless steel at least 1 mm thick, with a protective ring at least 10 cm high (a direct requirement of Kazakhstan’s sanitary rules), three stages of filtration, and hands-free activation that keeps hands off the spout. What do Kazakhstan’s sanitary rules require of a drinking fountain?

The only structural requirement is set by item 29 of Order No. ҚР ДСМ-76 from Kazakhstan’s Ministry of Health: a stationary drinking fountain must have a protective ring around the vertical water stream, at least 10 cm high. The remaining items call for safe water, a working water supply, and children’s free access to water throughout their time at the facility.

The rules themselves were approved by the Order of the Ministry of Health of Kazakhstan dated August 5, 2021, No. ҚР ДСМ-76 (in Russian) and apply to schools, kindergartens, and colleges. The ring requirement is structural: the manufacturer builds it in, and a finished bowl cannot be upgraded “for the inspection” later. Note that the rules do not require fountains specifically – item 28 also allows coolers, bottled water, and boiled water. But if an institution chooses a fountain, the ring becomes a mandatory purchase condition: it is the only method of water supply for which the rules set the design directly.

Fountain, cooler, or bottled water: which is more cost-effective?

Over the course of a school year, a stationary fountain wins: it draws water from the mains, so it needs no bottles, no deliveries, and no storage. A cooler is easier to start with, but it ties the institution to constant water purchases. Bottled water in small containers is the most expensive option: packaging and logistics make up most of its price.

The hidden part of a cooler’s cost is logistics: 19 L bottles have to be ordered, received, and stored somewhere, and the unit itself has to be sanitized every 3–6 months. A fountain connected to the mains removes this chain entirely: the only consumable left is the filter cartridges.

What steel should the body and bowl be made of?

Food-grade AISI 304 stainless steel at least 1 mm thick. This grade is approved for storing and transporting drinking water, does not rust, and stands up to a school hallway. Galvanized steel is unsuitable: a zinc coating in contact with drinking water is not allowed, and a thin 0.45–0.5 mm body dents within the first school year.

AISI 304 is the equivalent of grade 12Kh18N10T: the properties of AISI 304 steel (in Russian) give corrosion resistance without coatings or enamels, which is why it is used in food production. Galvanized steel looks similar and costs less, but it is not food-grade – for a drinking-water bowl this material is ruled out.

The second parameter is thickness. Marketplaces are full of fountains with a 0.45–0.5 mm body, and sellers themselves recommend 1.0–1.2 mm steel to schools. For equipment that stands unattended in a hallway all day, a thickness of 1 mm or more and rounded edges without sharp corners are not a “safety margin” – they are a baseline requirement.

What filtration do you need, and what does maintenance cost?

The minimum is three stages: a mechanical cartridge catches sand and rust, a carbon cartridge removes chlorine and odors, and a 0.01 µm ultrafiltration membrane removes bacteria and cloudiness. Cartridges need replacing every 3–6 months, so when choosing, check the price and availability of consumables up front – they are what determines the cost of ownership.

The stages work in sequence, and each protects the next: the mechanical stage shields the carbon from suspended particles, and the carbon shields the membrane from organics. That is why a fountain with its own filtration removes the buyer’s main worry – “what is the tap water like here?” At the outlet, the water is purified down to 0.01 µm regardless of the state of the building’s pipes.

Why is a protective ring needed, and which activation is more hygienic?

A ring at least 10 cm high raises a protective rim around the stream: the person drinking touches only the arc of water with their lips, not the spout. For educational facilities this is a mandatory requirement of item 29. A push-button or foot-pedal activation is more hygienic: water flows only while the button is pressed, and hands never touch the outlet.

The ring protects the stream itself: an accidental touch by hands or lips lands on the rim, not on the point where the water comes out. That is exactly why the sanitary rules made the ring mandatory for educational facilities, where dozens of children use a single fountain during one break. The button has a practical side too: water runs only while someone is drinking, so a tap is never left open. Both solutions work without any staff involvement: hygiene rests on the design, not on discipline.

What dimensions and flow rate suit a school?

The typical format for a school fountain is a floor-standing column measuring 300–315 × 300–315 mm in plan and 900 mm tall, with a bowl diameter of 210–270 mm. A flow rate of up to 2 L/min is enough for a drinking point: a 200 mL cup fills in about six seconds, and the line moves quickly even during a long break.

The 900 mm height of floor-standing columns is an established industry standard: manufacturers of school models across the CIS quote these dimensions. Place the points where children spend their breaks: common areas, the hallway by the cafeteria, and the gym. A useful benchmark from inspection-readiness checklists is one drinking point on every floor that has classrooms.

When choosing a location, keep the connections in mind: a fixed point needs a cold-water supply and a drain. Models that run on mains pressure are not tied to a power outlet, so there are more placement options – any common area where water can be routed will work. A cooler, by comparison, needs an outlet, which narrows the choice of locations.

How much does a drinking fountain cost in Kazakhstan?

How do you write a procurement spec for a fountain?

Put measurable requirements into the spec: steel grade and thickness, ring height, number of filtration stages, flow rate, connection method, and warranty. Requirements stated in numbers cannot be met by a cheap model with a thin body – so when bids are compared, the equipment that will actually serve the school for years wins.

Does a fountain need to be connected to power?

Does the fountain meet Kazakhstan’s sanitary rules?
